Three Horizons
A concept in strategic foresight and anticipatory governance
A model for seeing change over time. Horizon 1 is how things work today. Horizon 3 is the emerging future. Horizon 2 is the transition, where the old and the new run side by side.
Background
The Three Horizons model was developed by Bill Sharpe and colleagues and is widely used by the International Futures Forum. It pictures the present system declining, an emerging pattern growing, and a transitional zone where innovations either help the new pattern arrive or extend the old one.
A question it raises
Where is this heading, and what does the transition look like?
