Anticipatory governance
A concept in strategic foresight and anticipatory governance
A way of governing in which a board regularly and explicitly considers several possible futures as part of its decisions. The idea comes from public policy, where Leon Fuerth developed it for governments facing fast and complex change.
Background
Leon Fuerth, a former national security adviser to Vice President Al Gore, developed anticipatory governance as a way for governments to act on long-range change before it becomes a crisis. It joins foresight to the networks and feedback that let an organization adjust its decisions over time. CCFL applies the idea to community colleges.
A question it raises
Where on our agenda does the future appear?
