Assumption
A concept in strategic foresight and anticipatory governance
A belief about the future that a plan depends on. Most assumptions are never written down. Stating them makes them possible to test, and shows a board where a decision is exposed.
Background
Assumptions about the future often sit inside budgets, enrollment projections and facilities plans. They tend to reflect the conditions in place when the plan was written. Foresight treats them as hypotheses that can turn out to be wrong.
A question it raises
What would have to remain true for this proposal to work?
